Argh.... Could you ask your neighbor if you could go over and cut it back from the fence? I have found that if I diligently cut new invasions at ground level, for a year or so, it knocks that new growth way back and destroys some roots.
Binny- vinegar may kill off the leaves but roots go 20-30 feet deep. I have seen some spots where Round up was used and the bindweed comes back. This stuff is ba-a-a-d.
(PS I am having good results with the bindweed mites I introduced last summer. The guy told me by year 3 I should see a significant die back, with just a stray stubby piece here and there. I'd say it is a solid 65% die back right now!)

after snapping the pic, I ripped it out, lol! I'm a bit worried they think it is an ornamental and encouraging it up the fence?

I think I would ask the neighbors to control that invasive weed.
If you can keep the green off it, the roots will die. Hard to do when it is on the other side of the fence? Load the sprayer with vinegar and go out after dusk and spray over the fence?
I hate to suggest Roundup in an organic setting, but it does work very well. If all else fails?
Of course it is going to come back, it has dropped seed all over. Just keep at it.

I'll let you know what I hear back!

I share your frustration, tbird. I, too, have neighbors who have all kinds of vines...bindweed, Virginia creeper, Ivy, all other weedy stuff...it just grows and invades. Behind me stacks their firewood up against my wooden fence...and their ivy/bindweed just crawls all over the place...I just stick my hand through the slats and cut it back as far as I can... Beside me on both sides are areas of invading vines and weeds I just keep pulling and digging them away as they creep over... It's a challenge to keep the bind weed especially, at bay...it pops up out of nowhere...
