I've seen the us zones map updated, are there updates on the final frost dates by zipcode? and first frosts, too?
Or is this something continually updated with a rolling past 25 years or so perspective?
have you seen or heard?

Well....... you can write all the charts and papers you want, yet when it comes down to it the weather does just as it pleases. Not a darned thing we can do about it. Yes, we can take a look at history and the weather forecast, and then make a guess as to when we want to plant. It is always a risk though. Some years its good, some years you get slammed. When has it ever been any different?

All of the "averages" in my area are taken at locations that are slightly lower than the hill we are on....only about 60'-100' differences. BUT, those change the whole outlook for us. We are either colder than predicted or hotter/warmer than predicted....we have our own little micro climate here. And when they say there is a 70% chance of rain....that all depends on where you are standing at the moment. We can get rain on one portion of our property and not on another or they guy across the road can get rain and we don't!
And BTW, I sent an email to our local tv meteorologist asking about them being off by up to 10º in their predictions. Her reply was that anything within 5-6º is totally acceptable and 10º isn't all that much difference. I disagreed with her and told her so. I told her whether it was 31º or 41º would have a WHOLE LOT of effect on what I planted and when! And I think the fellas we used to have back when I was much younger and the meteorologists didn't have all their fancy computer things....were MUCH more accurate. They depended more on experience in their particular area and paid attention to what was actually going on outside instead of sitting at a computer and letting it do the work!
