Santa Fe (our largest nearby town) has banned plastic bags and charges 10 cents for a paper bag. Bringing your own bags is highly encouraged.
They do, however, still allow for the plastic bags in the produce department and bulk isle. One step at a time, I guess.

MOM's offers only compostable bags at the produce section. I still don't use them....but I don't buy much produce there. I don't really see the point of putting 3 lemons in a little bag. I put them right in my cart. I guess I can see the point if you are buying loose green beans or small mushrooms or something like that. But they sell small reusable and machine washable mesh bags that you can take to the grocery store now if you are person who likes to organize produce into small bags. And if you are handy like OregonRed, you can probably make some.
