I should say that you can use pretty much anything you like, with varying results. It's not likely that any method will fail, just that some will work better than others.
The two main things are watts (actually flux) and spectrum. 50W bulbs provide less light at 2 feet than they do at 6 inches due to diffusion, which is why my setup is adjustable. Well, and so that I can raise the lights as the plants grow. So I keep one set of lights low over things like lettuce, and adjust another set up and down for things like tomatos and peppers that grow much taller, up to 3 feet tall before it's warm enough to transplant them outside.
