My broccoli has been growing in the ground for about 3 mths and has a decent size head on it but it is very loose...my day temps never get above 70 and night never get above 60...why is my head loose and should I cut it...if I let it flower how do I harvest the seeds and will it affect my other broccoli plants

I had already answered you on the other board. You aren't all that far from me....your answer on the other board.
I would harvest it now if I didn't want seeds. The loose head could be due to the variety you planted or warmer weather. If you let it go to seed, no it won't affect your other plants and you collect the seeds after they have matured and are starting to dry out. If your plant is a hybrid variety, you won't get true seeds...meaning it won't produce another plant exactly like this one...you will likely get one of the parents of this plant.
Also, if you harvest it now, you will get side shoots for quite some time yet.

If you want seeds they have to flower and it takes about 2 weeks from the time they flower to get seeds. Here is a site to see how you can get the seeds. www.youtube.com/watch?v=wXfiLR1poDY

With broccoli, you need to watch the size of the individual florets. When they get large they will then open and bloom. If you want to eat the head, you must cut it before this happens. Take several inches of the stem below the head too.
That head in your picture is ready for harvest.
If you want seed, just let it go and it will bloom and make seed.
