Isn't that what happened with DDT. It eventually got banned in the US and so it got palmed off to other- often times less developed- countries. Until it was finally banned world wide.

Many countries seem to be more aware of GMO's by what I am getting on Facebook. But there probably will be somewhere that it will be dumped if( or hopefully when) it becomes banned.
