A city adopting seed laws makes no sense. First, GMO's are not sold to the general public and would not appear in city gardens, anyway. Second, allowing each city to make different laws would result in confusion and a hodgepodge of petty laws like you get with homeowners associations. NYC makes laws regarding pets, banning almost everything but dogs, cats and goldfish. This is pushed by the health department, which has decided that neutered ferrets will breed in the walls of apartments and come out at night to attack and eat people. They have also banned the sale of rabbits, which are actually ideal apartment pets.
