What are the best herbs to plant, as I don't have a place to put any inside, must leave them in my garden through winter?

Sage and thyme overwinter well for me in zone 7.

I'm in Zone 6a and Sage, Thyme, Anise Hyssop, Lovage, Horehound, Feverfew, Comfrey, Lemon Balm all overwinter well. I have Spearmint, Peppermint, Apple Mint in containers and never bring them in. I do bring in the container with Pineapple Mint, it's not quite as hardy. Oh, and it's in a tiny hanging container so no problem bringing it indoors.
Having said that I have Horehound and Lemon Balm in the garden itself, I wouldn't recommend doing so. They are so invasive, I spend a lot of time digging up clumps where they weren't supposed to grow.

Chives will also overwinter too.

Down in your area rosemary would probably be a perennial. I have one over 10 years old, but I have to cover it when it gets down in the teens.

jobet I love basil too but if you have even a hint of frost or hover near 32 degrees, basil will not overwinter. It's very sensitive and turns to black mush.

I am in zone 5a and the woody herbs tend to withstand the winters pretty well. I have lemon thyme, lavender, sorrel, chives and some greek oregano that I leave outside and they come back every year. I also have peppermint and spearmint in pots, they are woody but I brought them inside last year. And one pot of chamomile that is in a pot and blooms briefly every year too.

Rue will as well, although I grew it only for the lovely leaves it has. The odor is somewhat repulsive. My Sweet Annie Artemisia if I remember correctly was able to overwinter. It was one of my favorites.

jobet I took a photo of that rosemary, to show you how large it can get. I have a smaller one in the photo - about the right 1/4 of all of it - which I started a couple of years ago, just in case the old one starts getting weak, though that hasn't happened yet!
